ok i have the hifon 1600d 2 rf HX2's wired at 1 ohm eclipse 5030 the problem is i have subsonic filter at almost 0 the gain is not even a 1/4 of the way up the non filter pass on H/U is at -6 (lowest setting) and i still have way to much bass and its not distorted bass until i go about -3 subsonic and gain halfway up and when i set it that way one of the 10's is actually flexing almost an inch to half inch than other sub. what would cause this. thinking that polarity on one of the subs is wrong or may have voice coil going bad on the one thats not flexing as hard.

Possiblitly a wrong polarity on the sub. Use a Dmm check on it's wire and the voice coil on the other sub isn't moving much. UHmm, but there something that don't sound right what you said. Are both your sub dual 2 ohm? I don't think you wire both dual 2 sub on 1 ohm on that amp, If they are both 4 ohm then you wire it in parrallel which will be 1ohm stable on that hifon amp.
